Al Ministro dell'ambiente e della tutela del territorio e del mare, al Ministro dell'interno.
- Per sapere - premesso che:
since February 2006, WWF Italy has requested all relevant bodies, the suspension of the application of the variation to the General Plan of the city of Messina in the light of the protective rules laid down by decree assessoriale of Sicily on 21 February 2005 in GURS No 42, October 7, 2005, which was established with the Special Protection Area code. that special protection area is due to sentence C 378/01 issued by the European Court of Justice and the subsequent infringement proceedings initiated by the European Union and was established by the region of Sicily avoid a penalty of 100,000 Euros per day for each day ritardo a partire dalla data del 22 febbraio 2005 (DA 21/2/2005);
la richiesta di sospensione della applicazione della variante al PRG della città di Messina viene reiterata dal WWF Italia a più riprese, tra le ultime, anche nel luglio del 2009, sottolineando peraltro come l'attività edilizia in crescendo costituisse grave e irreversibile danno non solo al patrimonio ambientale del territorio tutelato da norme internazionali, nazionali e regionali, ma mettesse a repentaglio anche la sicurezza pubblica alla luce del sempre più grave dissesto idrogeologico ed elevato rischio sismico;
la stessa richiesta veniva avanzata a più riprese dal 2007 ad oggi, dall'ispettore capo del genio civile, ingegner Gaetano Sciacca, who pointed to the bodies responsible for the exponential increase in landslide risk, and a worrying escalation of building permits from the town of Messina, both before and after the first flood of October 2009 which hit the south end of the city of Messina , many of which are issued through the instrument of tacit consent is enshrined in Article 2 of Law 17/94;

nell'estate del 2007 ma anche precedentemente e successivamente, gran parte del territorio del comune di Messina è stato sottoposto ad incendi devastanti;
incendi vengono a tutt'oggi appiccati anche in mesi invernali e primaverili, senza alcun controllo né state registration or shut in almost all cases;

the drama in the south of Messina, although non imputabile direttamente all'eccesso di edilizia ma soprattutto ad incendi e apertura piste sui crinali, ha dimostrato che solo la prevenzione può impedire il ripetersi di nuove tragedie;
nonostante le reiterate richieste e gli eventi luttuosi del 1o ottobre 2009 il comune di Messina ed il sindaco non hanno ritenuto di sospendere la variante al PRG della città di Messina ma solo e per giunta da pochissimo tempo (17 maggio) di sospendere per due mesi il rilascio delle concessioni edilizie e in 11 casi, la sospensione delle concessioni rilasciate poiché non ancora realizzate le opere di urbanizzazione (e quindi non per conclamati illeciti autorizzatori) in alcuni dei quali peraltro si continua a lavorare nonostante le segnalazioni effettuate civil engineering from the Public Prosecutor of Messina also on the recommendation of the WWF

intere colline sono state sbancate destabilizzando gravemente i pendii che sono pertanto di facile dilavamento e lisciviazione e, in caso di forti piogge, soggetti a frane e smottamenti con quel che ciò potrebbe comportare, e che a tutt'oggi sono decine gli sbancamenti realizzati, ed altri prossimi a realizzarsi, cosi come piani quadro e lottizzazioni anche in aree gia fortemente a rischio idrogeologico;
l'unico ente ad oggi ad aver posto un freno seppur parziale, al dilagare del sacco edilizio è il genio civile che subisce costantemente attacchi dagli ordini professionali e da altri uffici della pubblica amministrazione;
il WWF Italia ha richiesto anche l'intervento del prefetto di Messina atteso che giorno days after it makes a new assault on the territory that has no precedent in the history of Messina;

what steps it intends to take the responsibility for compliance environmental protection rules in force for the past 5 years and constantly disregarded, is to prevent bad enough hydrogeological risk is further increased and trigger situations of serious danger to public safety;
which elements have and what steps the Minister intends to take Interior, in order to prevent the exponential increase in danger to public safety of citizens Messina.
