Prima di affrontare il cuore della questione aggredendone il lato politico, dobbiamo porre una fondamentale premessa:
La Calabria, vista la propria posizione geografica e la delicata conformazione geomorfologica è la regione d’Italia proporzionalmente più esposta al rischio sismico. Il 74% dei comuni sul territorio, infatti, sono inseriti in the scale of maximum danger. With this first phase of our work we gave a short but clear overview about the housing situation in our region, emphasizing how the "bad buildings" to prevail positioned in urban downgrading also constructed in a workmanlike and reshape the character of entire cities in abusive schemes and lack of quality. We then highlighted the major risks to which the ill construction, associated with these urban policies are exposed in an area subject to natural delicate situations and unstable.
From this fact a first, almost instinctive conclusion is possible: the urban planning Calabrian regional, provincial and municipal levels, though mutilated and almost non-existent, never taking into account the seismic, geological and hydrogeological addition, the guidelines targeted national and theoretically rigorous, and any directive of smaller institutions have always been easily circumvented partitocratica with the complicity of the political system of patronage. Only the approval of the recent regional law "Earthquake" (Regional Law 35/2009) introduces a new element, but everything to prove in practice, being a reorganization proceedings, and in any case delayed in its implementation, the new regional council, for problems of funds and personnel, indefinitely.
This consideration applies not only to the recent past but also, dramatically, for the present, where he witnessed the emergence of common everyday facts and crimes related to illegal construction.
That said, the first thing to ask, just as concerned agencies and institutions are looking at the issues: what plans, programs and arrangements are being implemented in Calabria, but also broaden the whole south, to meet a common risk factor, and so serious scale?
The role of the National Civil Protection would be relatively small, but unfortunately it is about this institution that we have to make the most dramatic finding.
No specific program for the prevention of seismic, geological and hydrogeological has ever been launched in recent years by the Civil Defence for Calabria. Apparently I've never even been provided for serious plans for this region. The website is useless www.protezionecivilecalabria.it disarming, no detailed strategic post-earthquake, no mapping of risk areas, no reference to the geological problem, no organizational involvement with other local authorities.
The only consistent with moderate activity by the Civil Defence regarding a possible risk of the buildings is the fake practical simulation of evacuations in offices and public schools. But more often than not these practices are carried out by teams equipped and skilled, but often are delegated to internal staff to the schools, with minimal training and low professionalism that makes the whole procedure useless, failing to give the state the right the right degree of seriousness and severity.

E’ inammissibile che nessuna grande o piccola città abbia predisposto zone dedicate all’immediato soccorso, attrezzandole a questo scopo.

The conclusion is that a region such as Calabria is not prepared even to perceive the seriousness of situations where there is play in the lives of thousands of citizens.
